Uzbekistan is rolling out a Unified National QR Code System – UzQR, which will allow customers to pay for goods and services using a single universal code, regardless of the banking app or payment service they use.
For buyers, the payment process will become much simpler: they will only need to scan the unified QR code with any supported app. Entrepreneurs will no longer have to place multiple stickers from different payment systems at their checkouts; instead, they can use a single QR code on a stand or on the seller's smartphone, with funds transferred to the business's account in the established manner.
The total commission in the UzQR system is set at 0.65 percent, significantly lower than the current market rates of 1–3 percent for accepting such payments. The introduction of the new system does not mean the abolition of bank terminals, so customers will still be able to use their usual bank cards.
The Central Bank specifically noted that the official rules of the system do not provide for a commission for buyers, as all costs are paid by the seller, and the commission is distributed among the participants of the payment infrastructure.
However, some market participants are currently charging additional fees from customers. It is emphasized that such fees are not part of the official UzQR tariff and are considered surcharges introduced by individual services on their own initiative.
The launch of the unified QR code is expected to reduce business costs, increase the convenience of non-cash payments, and create a unified national payment infrastructure.
