From July 1, a number of legislative changes and innovations come into force in Uzbekistan. In particular, pensions and benefits will be increased by 7%, and from September 1, salaries and stipends will also rise by the same amount. According to a presidential decree of June 23, the amounts of child benefits for families included in the social register have been revised.

From July 1, it becomes mandatory for all trade and service organizations to accept payments via the UzQR system, which allows payments through any bank or payment service. The absence of a QR code will be considered a violation of trade rules.

Salaries of military personnel and civilian employees of defense bodies will increase by 20% from July 1, and by another 50% from January 1, 2027, according to a relevant presidential decree.

Theaters will receive subsidies for each ticket sold. From July 1, 2026, state budget funds will be used to subsidize concert and entertainment events in Karakalpakstan and regions (excluding centers) at 20% of the value of tickets sold. State and non-state theaters will receive an additional 10,000-20,000 soums per ticket.

In the construction sector, the practice of parallel construction is abolished from July 1, and a procedure for phased project preparation is introduced. Connection of facilities to engineering and communication networks will be carried out on the principle of 'one application – one payment – all connection points'.

In Karakalpakstan and Khorezm, it will be possible to win a car by registering purchase receipts. From July 1, prize draws based on receipts from cash registers will be held in these regions. Each winner will receive a car.

Private medical organizations are allowed to provide medical services at the expense of the state budget within the framework of the state health insurance system. Treatment costs will be reimbursed based on uniform base prices for public and private clinics.

From July 1, a system of bonded warehouses for e-commerce is launched as a two-year experiment. Goods are imported into Uzbekistan, but customs clearance is carried out after the sale. When sold to individuals, technology is subject to a single payment of 5%, clothing – 3% and VAT.

If a property owner fails to make mandatory payments to the bank account of an apartment building by the 15th of the month, acceptance of electricity payments will be suspended until the debt is fully repaid. A penalty is charged for each day of delay.

A pilot project of targeted mortgage deposits will be implemented from July 1 to December 31. Citizens can voluntarily open savings mortgage deposits in commercial banks. Subsidies from the state budget will be used to cover part of the down payment.

From July 1, the Agency for Industrial Cooperation and Public Procurement will begin developing programs to expand local production based on driver industries. A list of competitive products will be formed, and guaranteed purchase contracts will be concluded with producers.

In Tashkent, from July 1, general meetings and management processes in apartment buildings will be carried out only through the 'My Home' system. From 2027, this procedure will be extended to the entire country.

Persons who report corruption will be issued a protection order. From July 1, a national certification management system for anti-corruption is being introduced in state bodies. The 'Digital Compliance' information software complex is being launched in test mode.

Temporary disability benefits will be assigned and paid in a proactive manner. Citizens will be covered by state social insurance in proportion to their minimum insurance period and paid contributions.

Free planned inpatient medical care is introduced within the framework of health insurance. Patient lists are formed by the National Social Protection Agency.

In Tashkent, a new procedure for organizing funerals is introduced as an experiment. Rental of country houses will be processed through the Soliq mobile application in a simplified manner.

From July 1, a unified national tourism platform and its mobile application are launched. Installation of grease traps becomes mandatory for catering establishments.

Elevators must have a special colored sticker reflecting the results of technical inspection. A unified procedure for admitting young people to civil service is introduced.
