The government of Uzbekistan, by a resolution dated July 2, has mandated the connection of over 300 markets and shopping complexes across the country to a unified digital platform called E-bozor. This initiative aims to enhance transparency in the trade sector and combat corruption.
The platform will host open data on each market and shopping complex, including its passport, exact address, available trading spaces, and outlets. Citizens will be able to submit electronic appeals to market administrations and receive prompt responses.
The E-bozor platform will initially be launched in a pilot mode until October 1, 2026, and then fully operational by March 1, 2027. By December 1, the platform is to be integrated with the information systems of the Ministry of Justice, the Cadastre Agency, and other state bodies.
The implementation of the platform has been assigned to the Tax Committee, the Ministry of Digital Technologies, the Council of Ministers of Karakalpakstan, and the regional and Tashkent city administrations. The costs of creating and integrating the platform will be financed from the Tax Committee's special fund.
The Tax Committee has been designated as the platform operator and will continuously improve it to prevent corruption and the shadow economy. The committee will assign tax officials to each market and shopping complex to constantly monitor the accuracy of daily revenues.
By October 1, 2026, data on the specialization, operating hours, trading points, and services of all markets must be entered into the platform. Additionally, the committee, together with the Central Bank, has been tasked within three months to create a unified QR code payment system for parking lots on market premises.
Within two months, entrepreneurs must be fully equipped with online cash registers or QR labels. Electronic barriers or other devices installed at markets and parking lots must be integrated with the tax authorities' information system. Failure to comply will result in fines under the Tax Code.
Within a two-month period, a complete inventory of trading outlets and business entities in markets and shopping complexes will be conducted, and they will be registered as taxable objects.
