President Shavkat Mirziyoyev announced at a videoconference meeting on Thursday that chairpersons of mahallas (neighborhood committees) will be granted the right to put vacant land plots up for auction for the construction of private kindergartens, schools, clinics and sports facilities.

As an example, the head of state cited the Yangi Kuva mahalla in Fergana region. Due to a shortage of kindergartens, 50 children are forced to attend a preschool in a neighboring mahalla, while the territory has a vacant land plot of 70 sotik (0.7 hectares).

In this regard, the president proposed giving mahalla chairs the right to independently auction such land plots for the implementation of social projects.

Additionally, using the same mahalla as an example, a new procedure for ensuring employment was presented. The mahalla chair must identify which unemployed residents want to engage in entrepreneurship, who needs credit, equipment or land, and then set specific tasks for the mahalla banker. An example was also given of building light greenhouses for growing flower seedlings on the household plots of unemployed residents.
