On September 11, President of Uzbekistan Shavkat Mirziyoyev held a meeting dedicated to the development of Tashkent, investments, employment, and infrastructure in mahallas. The meeting outlined specific tasks for specializing the capital's districts, creating logistics and business centers, and intensifying investment flows.
According to the head of state, the capital's districts must specialize in specific economic directions based on their potential. In particular, Sergeli, Yangihayot, and Bektemir districts are proposed to host large logistics complexes that will sort, package, distribute, and deliver cargo arriving in Tashkent. Shaykhantahur, Mirzo Ulugbek, Mirobod, Yunusabad, and Yakasaray districts are planned to be developed as business and financial centers. The authorities intend to form a capital market worth $2 billion here and create 20,000–25,000 high-income jobs.
In Olmazor, Chilanzar, and Uchtepa districts, at least $1 billion is planned to be attracted to education, healthcare, trade, and services. This should create 15,000–20,000 jobs. The main investment goal is to attract $9 billion to 12 districts of Tashkent in 2026. However, the president sharply criticized several districts for lagging behind their investment attraction plans. In particular, Bektemir district attracted only $293 million out of the planned $450 million, Yangihayot — $310 million out of $500 million, Uchtepa — $335 million out of $550 million, and Yunusabad — $650 million out of $1 billion.
“The hokims of these districts must answer the question of how they will fulfill their promises in the remaining short time. A new system for investments will be introduced. Prime Minister Aripov, the reform headquarters — Umurzakov, Azimov, Butunboev, Kudbiev, as well as republican-level leaders assigned to the districts, together with the hokims, will visit one of the districts every Saturday, receive investors from morning to evening, and resolve their issues,” the president said. To prevent investors from wandering from office to office, it was proposed to resolve their issues directly in the districts. Representatives of the republican and city authorities will meet weekly with entrepreneurs and investors on the ground.
If an issue requires a higher-level solution, proposals must be sent to the Presidential Administration on the same day. This “special control” order will be in effect until the end of the year. “Issues in this district will also be raised to the presidential level. By Monday, not a single unresolved problem should remain. Until January 1, we will work according to this system,” said Shavkat Mirziyoyev. He also instructed to prepare a plan to attract $10 billion in investment to Tashkent in 2027 and create 150,000–200,000 permanent high-income jobs.
