Uzbekistan plans to transfer part of cadastral procedures from the republican level to regions and districts. This was announced by Behzod Karimov, acting chairman of the State Cadastre Chamber, during an off-site reception in Tashkent's Mirzo-Ulugbek district. According to him, previously some cadastral documents could go through approval at 18 organizations, making it difficult for applicants to understand the stage of consideration and the responsible organization.
Karimov noted that over the past month, changes have been introduced in the system allowing users to see the current stage of document processing, the responsible organization, and the approval result—positive or negative. This is expected to enhance transparency and reduce waiting times for citizens.
Concurrently, some powers are being transferred to regional and district divisions. Issues that were previously considered at a higher level will now be decided locally, but Karimov did not specify the exact list of powers already transferred. The reform aims to accelerate decision-making and reduce centralized bureaucracy.
Another problem highlighted by the head of the Chamber is unjustified refusals of applications from citizens and legal entities. According to him, such cases are under constant control of the agency. The number of identified cases and decisions on them will be announced after counting. This indicates the importance of combating corruption and bureaucratic obstacles in the cadastral sphere.
According to Karimov, inventory is needed not only to update cadastral data. During it, specialists must compare data with the actual state of objects and identify existing problems on the ground. This will help improve the reliability of cadastral data.
At the same time, the head of the Chamber admitted that it has not yet been possible to completely abandon bureaucratic procedures. According to him, certain stages are being reduced, and work on changing the procedure for reviewing documents continues. This points to the phased nature of reforms and the need for time to achieve full results.
