Tashkent – AN Podrobno.uz. Authorities in Uzbekistan's Jizzakh, Syrdarya, and Fergana regions have uncovered violations in state procurement contracts totaling over 25 billion soums (approximately $2.1 million). The Committee for Competition Development and Consumer Rights Protection reported that the violations involved outsourcing services, goods, construction materials, and various works.
The largest case was recorded in the Syrdarya region, where procurement by the Syrdarya Thermal Power Plant branch of JSC "Issiqlik Elektr Tarmoqlari" worth 22.5 billion soums was examined. The regional department initiated proceedings and issued a binding order to the customer.
In the Jizzakh region, violations were found in several procurements totaling over 1.5 billion soums. These included outsourcing services for the Arnasay district medical association worth 588.3 million soums and the regional tuberculosis dispensary worth 420 million soums. Additionally, violations were discovered in six procurements of inventory for the regional specialized arts boarding school worth 333.1 million soums, and in the purchase of construction materials by the Dustlik district department of preschool and school education worth 183.1 million soums.
According to the committee, participants in these procurements were subjected to unjustified requirements, and bids were incorrectly evaluated. Cases were initiated and binding orders issued for violations of Article 29 of the Law "On Competition." Administrative protocols were drawn up against responsible officials, and materials were sent to court.
Two more cases were identified in the Fergana region. The Margilan city improvement department's procurements for 2025 and January–April 2026 with a total initial value of about 1.2 billion soums were checked. Violations were also found in procurements by the Buvayda state road maintenance institution worth 275 million soums. In both cases, customers violated competition legislation when selecting the best offer. Cases were initiated, binding orders issued, and administrative proceedings launched against officials under Part 5 of Article 178 of the Code of Administrative Responsibility, with materials forwarded to court.
Earlier, in the Namangan region, instead of ABS-branded boilers stipulated in a contract for schools, LES-branded boilers were purchased. According to the Department under the Prosecutor General's Office, the budget suffered damage of one billion soums. A criminal case has been opened for embezzlement.
