️ Uzbekistan has approved measures to improve the environmental situation in Jizzakh and Syrdarya regions, introduce modern technologies in waste processing, and implement an investment project for electricity generation. A corresponding government resolution has been adopted.
️ According to the resolution, the project will be implemented by a consortium of Chinese companies: China Civil Engineering Construction Corporation (CCECC) and Cema Enviro Inc. (Henan Investment Group). A foreign project company will be established for this purpose. On September 14, 2026, an investment agreement was signed between the investor and the Ministry of Investments, Industry and Trade on behalf of the Uzbek government. Additionally, on September 11, agreements were concluded with JSC Uzenergosotish for the purchase of generated electricity and with the Agency for Waste Management and Circular Economy Development for the supply of solid municipal waste.
️ Under the project, the generated electricity will be purchased by JSC Uzenergosotish under a guaranteed 30-year contract. Purchases will be made in national currency. The agency, in turn, will supply the project company with guaranteed volumes of solid municipal waste for 30 years. To connect the power plant to the unified energy grid, the project company will construct overhead power transmission lines and related infrastructure facilities. After commissioning, these facilities will be transferred to JSC National Electric Grids of Uzbekistan. Before the plant is launched, its impact on the energy system will be assessed, and final grid connection terms will be agreed upon.
️ The investor and project company will ensure direct investments of $130 million in Jizzakh region during 2026–2028. The project will commission equipment capable of thermally processing 1,000 tons of waste per day to generate 110 million kWh of electricity. The project is planned to be implemented in the Gozgontepa mahalla of Sharaf Rashidov district. For this purpose, 10.8 hectares of land will be allocated. This land will be converted from agricultural land to industrial, transport, communications, defense, and other purposes. The Jizzakh regional administration will allocate this land plot to the agency with the right of permanent use for creating an eco-industrial zone within one month.
️ According to the resolution, the lease payment for land plots paid by the project company and JSC National Electric Grids of Uzbekistan will be equal to the land tax amount. As part of project financing, the company is granted the right to open accounts in foreign banks, obtain and use loans in foreign currency. It is also permitted to make payments directly to foreign contracting organizations, suppliers, and creditors outside Uzbekistan without transferring through bank accounts in Uzbekistan. The project company will provide a first-class bank guarantee of $8 million to secure its obligations during the construction period. The investor's rights and obligations under the project will be transferred to the project company established by it.
️ Measures will be taken to process entry visas, issue multiple-entry visas, and extend their validity for foreign specialists and their family members involved in the project. Additionally, work permits granting foreign specialists the right to work in Uzbekistan will be processed. Within the project, to ensure obligations for electricity purchase and waste supply, the opening of confirmed and revolving letters of credit in republic banks has been authorized. As part of the resolution's implementation, environmental expertise of project documents and compliance with environmental legislation requirements will be ensured. Constant monitoring of project implementation and fulfillment of obligations under agreements between the parties will be carried out by the Ministry of Investments, Industry and Trade, the National Committee on Ecology and Climate Change, and the Ministry of Energy.
️ Earlier, it was reported that South Korea's Green Hammer company would invest $100 million in constructing a plant producing electricity from municipal waste in Khorezm. In October 2024, President Shavkat Mirziyoyev, speaking about projects for processing municipal waste and producing electricity and products from it, called this sector "not just factories, but one of the issues of fateful significance." In March 2025, he signed a resolution on implementing projects for electricity generation by burning solid municipal waste. One such project is being implemented in Samarkand in cooperation with China's Shanghai SUS Environment. The SUS Environment Samarkand plant is being built on the territory of the central landfill located in the Navruz mahalla of the Khushravad massif: 15 hectares of the landfill's 100 hectares have been allocated for the project. The foundation stone of the enterprise was laid on July 18, 2025, and construction work is currently ongoing. Last summer, Gazeta journalist Otabek Turdiev visited the site. Waste incineration plants operate on the basis of thermal processing technology for industrial and solid municipal waste in boilers or furnaces. The heat generated during combustion is used to produce thermal and electrical energy.
