On September 15, a meeting was held in Tashkent between city prosecutor Anvar Urmonov, Yashnabad district hokim Bakhtiyor Rakhmonkulov, and citizens who had purchased apartments from Izmir Art Stroy LLC. The company was building three residential complexes — Izmir House on Jarkurgan Street, Neom Tower on Ohangaron Avenue, and Kelajak Uylari. A total of 2,688 apartments were planned across these projects, with about 90% already sold. However, construction was not completed on time, sparking widespread discontent among buyers.

Following complaints from victims, on June 25, 2026, a criminal case was opened against officials of Izmir Art Stroy LLC under Article 168 of the Criminal Code (Fraud). According to the investigation, company officials signed contracts with 1,530 citizens and collected 287 billion soums in advance payments via cash and bank transfers. So far, 552 citizens have been questioned as part of the criminal case.

Tashkent city prosecutor Anvar Urmonov stated that the company's official director, G.H., has been arrested, while the unofficial directors — A.M., Z.I., and Z.K., who allegedly "managed and financed the construction behind the scenes" — have been put on the wanted list. "We consulted with you, the citizens, gave them an opportunity, and decided to create conditions for them to come and complete the construction. But a month passed — they did not show up. Therefore, today a search was announced and a preventive measure of detention was chosen," the prosecutor said.

To complete the problematic projects, Global Pipe Trader, led by entrepreneur Kamoliddin Allamuratov, has been brought in. He introduced himself as a representative of a large cluster from Surkhandarya and said the company had reached an agreement with Izmir Art Stroy to finish the unfinished projects. According to him, the company has not yet taken any new funds from citizens, and work is being carried out at its own expense. "Our main goal is to finish people's homes as quickly as possible. So far, I have not taken a single soum from any citizen," the entrepreneur said. Allamuratov noted that the company currently has $10 million in its personal account.

Yashnabad district hokim Bakhtiyor Rakhmonkulov announced that a separate network schedule will be developed for eight blocks on Jarkurgan Street and five blocks on Ohangaron Avenue — 13 blocks in total. "It will be easy for every citizen to monitor their home. They should know every process — which day the basement is poured, which day the foundation is laid, which day the pit is dug, which day the roof is closed, which day the windows are installed," he said. Rakhmonkulov stressed that the new developer is not responsible for the activities of Izmir Art Stroy LLC.

During the meeting, citizens raised issues of apartments sold twice, fake contracts, and confirmation of payments. Prosecutor Urmonov noted that some apartments may have been sold to multiple individuals. "We need to finish the housing quickly and with quality. The issue of returning money to citizens will be secondary," the prosecutor said. Yashnabad district prosecutor Zabikhulla Ziyodullayev reported that the accounts of Izmir Art Stroy and Global Paper Trade have been frozen as part of the criminal case.

At the end of the meeting, the new developer Global Pipe Trader was required to prepare a schedule and estimate specifying the scope of work, funds, and deadlines for each facility. It was proposed to hold the next meeting in a week, where it will be shown on screen when and with what funds the construction of each block will be completed, and citizens will have the opportunity to ask questions and exercise public oversight.
