Shavkat Mirziyoyev reviewed a presentation of proposals aimed at improving the allocation of subsidies and insurance systems in the agricultural sector. The presidential press service reported this.

The presentation noted that the scope of state support for agriculture is expanding, and subsidy allocation processes are being gradually digitalized. In particular, in 2026, subsidies in the sector will cover 29 areas and 91 types. For these purposes, 2.7 trillion soums are envisaged. In several areas, applications are generated proactively, and payment terms have been shortened.

The presentation proposed a gradual transition from the “allocation of funds” model to a “result-based subsidy” model starting next year. Under the new approach, subsidies will be tied not merely to covering costs but to specific results. Productivity, water and energy efficiency, and the volume of output per resources spent will be the main criteria. All data will be obtained from the information systems of relevant state bodies and organizations without human intervention. An electronic passport will be created for each subsidy recipient, and achieved results will be monitored online.

The new mechanism will initially be tested in the area of introducing water-saving technologies. Over two to three years after the subsidy is allocated, water consumption, productivity, and water productivity will be assessed. If the established indicators are not met, a mechanism for returning subsidy funds will be applied. This is intended to ensure targeted and efficient use of state funds.

The presentation also focused on improving the agricultural insurance system. Currently, through the “Agrosafe” information system, processes from submitting an electronic application to concluding a contract and policy, monitoring, expertise, and payment of compensation are digitalized. As part of expanding insurance coverage, it is planned to insure seedlings and trees in orchards and vineyards, imported livestock, and risks associated with accidental events. New insurance products will also be introduced for livestock, melon growing, potato and onion cultivation.

By 2027, the following indicators are targeted in agriculture. In the new approach, priority is proposed to be given not only to compensating for damage but also to preventing risks. It is envisaged to form 3–5 percent of the insurance premium in a special fund. The funds may be spent on the following areas.

Shavkat Mirziyoyev emphasized that subsidy and insurance systems must be, first of all, simple and convenient for farmers, and state funds must serve a concrete result. Instructions were given to reduce the human factor in processes, ensure transparency, fairly assess insurance cases, and promptly pay compensation. Officials were tasked with refining the proposals and submitting draft legal documents.
