On October 10 at approximately 9:40 AM, a severe traffic accident occurred in the village of Neftchilar, Bulakbashi district, Andijan region, when a soil-loaded heavy truck suffered a catastrophic brake failure while descending a local mountain pass. The HOWO vehicle lost control, plowed into parked cars along the roadside, dragged them for up to 40 meters before overturning, and completely demolished several nearby retail shops.

Local residents report that this fatal incident is part of a recurring and deadly pattern in the area. The village's central street connects directly to a small mountain pass near local quarries, making it a frequent route for heavily loaded gravel and sand trucks. Over the past two years, at least six people have reportedly died in accidents involving heavy vehicles on this exact slope, with the latest crash resulting in additional fatalities, including two children and a woman.

Community members claim they have repeatedly appealed to relevant authorities to ban heavy truck traffic on the central street and to level the dangerously uneven road. However, these pleas have allegedly been ignored, leaving residents frustrated as promises to reduce the steepness of the pass and expand the roadway remain unfulfilled.

Residents emphasize that 60-ton trucks operating in a residential zone pose an unacceptable and continuous threat to human life. While heavy vehicles previously restricted their movement to nighttime hours, they now reportedly traverse the area during daytime as well, destroying the asphalt and endangering pedestrians. The community is once again urging responsible organizations to intervene, restrict hazardous transport, and repair the neglected infrastructure before more lives are lost.
