Sweeping legislative updates concerning the operations of the Constitutional Court in Uzbekistan have officially been enacted. According to the revised version of the law on the Constitutional Court, signed by President Shavkat Mirziyoyev, the judicial body is tasked with establishing comprehensive digital infrastructure to facilitate remote participation and digital communication for citizens and corporate entities alike.
Among the most notable mandates introduced by the updated legislation is the legal requirement for the Constitutional Court to broadcast its hearings live over the internet. However, these specific provisions are scheduled to take effect starting January 1, 2028, granting the authorities a prolonged transition period of over three years to develop, test, and implement a fully functioning electronic system capable of handling remote litigation and video conferencing securely.
The newly adopted framework also formalizes electronic proceedings alongside traditional written documentation, ensuring that digital files hold equivalent legal weight in all judicial matters. Clear procedural timelines have been established, granting the court a maximum of 15 days to conduct a preliminary review of incoming petitions from individuals and organizations, with the authority to reject or redirect claims that fall outside its constitutional jurisdiction. *Additionally, the preparation phase for hearings—ranging from identifying relevant participants to summoning independent experts—must not exceed 20 days from the date the appeal is received. Following this preparatory stage, the institution is required to schedule the proceedings within 10 days and notify all interested parties at least 5 days prior to the commencement of the hearings, with all scheduling details published on the official web portal.
Furthermore, the updated legislation mandates that the Constitutional Court compile an annual report detailing the state of constitutional legality based on its practical casework. This comprehensive document must be officially submitted to the president of the republic, as well as to both chambers of the Oliy Majlis, reinforcing institutional accountability and transparency.
