Uzbekistan is tightening regulatory oversight over multi-apartment building management companies in an effort to enhance financial transparency and accountability toward residents. Under the updated regulations, management entities are now required to submit quarterly financial reports regarding revenues for each individual building under their care.
According to Sherzod Khidayatov, Deputy Minister of Construction and Housing and Communal Services, who addressed lawmakers during a parliamentary session, any failure by a management company to provide the required reports will result in the immediate suspension of mandatory fee accumulations until the violation is fully resolved.
Officials explained that all reports must be meticulously entered into a specialized billing system on a building-by-building basis. This mechanism is supposedly designed to allow authorities to closely monitor financial inflows and ensure proper reporting to apartment owners, though systemic enforcement challenges persist in the sector.
Furthermore, the ministry representatives outlined the existing supervisory framework governing these service providers. If a management organization violates residential operation rules three times within a single year, the state inspection authority is authorized to strip the company of its registry status and ban its operations.
Authorities noted that enforcement actions are already underway, with 45 substandard management organizations having been removed from the electronic registry of multi-apartment management bodies earlier this year.
