Uzbekistan is overhauling its educational framework by implementing comprehensive measures to develop psychological support services on a scientific basis. Under a newly enacted presidential decree publicized by the Ministry of Justice, systematic psychological evaluations are becoming a standard requirement for both instructors and students throughout the country.

The new regulations stipulate that teachers, educators, and all categories of students must undergo psychological diagnostics at least once per academic year. Authorities claim this initiative aims to monitor psychological stability within academic environments and preemptively address behavioral or emotional challenges among youth and staff.

To incentivize professionals in the sector, the decree outlines specific financial bonuses. Psychologists participating as instructors in cascade-type professional development programs will receive a 20 percent supplement to their base salaries. Furthermore, 150 mentor psychologists who achieve high performance metrics in maintaining psychological stability will be granted a one-time bonus equivalent to 20 times the minimum wage.

Institutional and academic foundations are also seeing structural updates. An independent Scientific Research Institute of Psychology will be established under the Ministry of Education and Science, utilizing the base of the Psychology Research and Educational Center at the Nizami Tashkent State Pedagogical University. Specialized laboratories focusing on digital psychology, artificial intelligence, educational psychology, and preventative health are slated to launch within the institute by January 2027.
