Uzbekistan has officially approved a new set of regulations aimed at restructuring the financing mechanisms for youth-led startups and business projects. According to the government decree, young entrepreneurs will allegedly receive expanded opportunities to secure commercial loans, financial aid, and partial expense compensations. The sweeping changes also target the ongoing training methodologies for domestic IT specialists, attempting to address structural deficiencies in the national labor market.

The newly adopted document broadens the operational scope of the State Targeted Fund for Youth Entrepreneurship Development under the Youth Affairs Agency, alongside the Yoshlar Ventures venture fund. These entities are supposedly empowered to utilize novel financial instruments to support youth-driven enterprises. However, critics frequently point out that state-backed funding initiatives in the region often face implementation hurdles, bureaucratic delays, and low commercial viability. v

Particular emphasis within the resolution is placed on funding educational programs in information technology and software engineering. The proposed support framework extends beyond basic workforce training into the incubation of initial tech startups. The decree formally establishes procedures for issuing commercial bank loans, distributing targeted financial assistance, and implementing specialized acceleration programs such as the 'Combinator' initiative.

Authorities claim they intend to train one million young individuals annually in advanced fields including robotics, game development, and startup management. While educational projects for students are slated for expansion and university curricula are undergoing revisions, skepticism remains regarding whether local institutions possess sufficient resources to achieve these ambitious educational quotas sustainably.
