A large-scale project to open 11 new state-run animal shelters has commenced in the Tashkent region and several other districts of Uzbekistan. This initiative is the result of long-term collaboration between government structures and the non-governmental organization "Hayot".
The foundation of the new structure is the shelters' status as state institutions. All facilities are being constructed on land allocated by municipal improvement administrations and will remain state property. Within this model, the "Hayot" organization assumes the role of a liaison and advisory partner.
The cooperation mechanism involves signing agreements between the organization and local administrations. This allows for the implementation of unified standards for the humane treatment of animals in state institutions and ensures professional monitoring of their condition. Coordination of processes at the local level is entrusted to regional branch managers, who will work closely with volunteer groups to provide proper care for the animals.
For effective network management, branch managers have already been appointed in key locations across the Tashkent region. The work will cover cities such as Chirchik, Angren, Bekabad, and Nurafshon. Shelter operations will also be launched in the Kibray, Zangiata, Parkent, Akhangaran, Bostanlyk, Yangiyul, and Tashkent districts. Each appointed director will focus on creating conditions for the temporary housing of animals and finding new owners for them.
According to Iroda Matkarimova, head of the "Hayot" NGO, the launch of these branches is a crucial stage in implementing a long-term strategy for animal protection. The primary focus of the new network's work will be on creating a decent living environment for the four-legged wards and systematically changing approaches to controlling the population of stray animals in the republic.
Further development of the project involves establishing daily operational processes and strengthening interaction between shelter staff and civil society to achieve common goals in the field of responsible animal treatment.
