Germany's Council of Experts on Climate Change has found that the country has both partially met and simultaneously failed its 2025 climate targets. Last year, industry and energy sectors emitted less carbon than expected, but this is largely due to economic stagnation rather than effective policy.

Council chairwoman Barbara Schlomann stated that current measures are insufficient to achieve net greenhouse gas neutrality by 2045. The transport and building sectors are particularly lagging behind their targets.

On a positive note, Germany's forests are showing some recovery, serving as important carbon sinks. However, other ecosystems like bogs and grasslands have become greenhouse gas emitters, threatening to worsen global warming by 2050 if no action is taken.

The experts recommend consolidating climate policies into a coherent strategy. Council member Julia Pongratz noted that new approaches such as strengthening the circular economy and electrifying industry are steps in the right direction but far from sufficient.

German Environment Minister Carsten Schneider said he takes the council's findings seriously and will review them thoroughly. He emphasized the need to prioritize renewable energy and reform EU emissions trading to provide incentives for industry.
