Canadian police warned Sikh activist Moninder Singh in Surrey on Sunday about threats to his life and family, despite previous similar alerts. Singh was an associate of Hardeep Singh Nijjar, a Sikh activist assassinated in Canada in June 2023, which sparked a major diplomatic rift with India.

However, on Wednesday, a senior Canadian official told reporters that "India is no longer a threat" to security, just two days before Prime Minister Mark Carney's scheduled visit to New Delhi.

Analysts say this marks a significant shift in Canada's tone and approach toward India under Carney, who is seeking to diversify foreign relations to cushion the impact of U.S. trade tensions.

Carney's visit this week could signal a reset in bilateral ties, which deteriorated under former Prime Minister Justin Trudeau, particularly after Nijjar's killing.

Nijjar was a prominent advocate for an independent Khalistani state in India, which New Delhi views as separatism and labels as "terrorism."

Under Trudeau, relations soured with tit-for-tat accusations and diplomat expulsions. Carney, who took office in 2025, has been working to rebuild the relationship, inviting Indian Prime Minister Narendra Modi to the G7 summit last year.

The change reflects Carney's broader strategy to mitigate risks from U.S. trade policies by strengthening partnerships with other nations, including India.
