From March 1, a series of legislative changes and new measures come into effect in Uzbekistan. These include the introduction of a "merciful family" service at "Inson" centers, the launch of Uzbek language certification exams for foreigners, the implementation of an artificial intelligence module on the state procurement portal, the organization of care services for individuals diagnosed with dementia, Parkinson's, and Alzheimer's diseases, the reduction of interest rates on loans in "difficult" districts, compensation for interest payments under "mahalla" programs, new criteria for determining entrepreneurs' stability ratings, "green" renovation for families with disabilities, preliminary declaration of goods, and the rollout of the "Business Companion" project.
The "merciful family" service, starting March 1, 2026, provides free family therapy services to parents of children in need of social protection. Uzbek language proficiency certification exams for foreigners will be introduced from March 1, 2026, for levels A1, A2, and V1, and from March 1, 2027, for levels V2, S1, and S2. Individuals holding a V1-level certificate are exempt from the state language exam when applying for Uzbek citizenship.
On the state procurement portal, an AI module calculates average market prices for goods and services. The starting price must be formed exclusively through this module. If the price difference exceeds 10% or is below 20%, procurements are assessed as high-risk. Additionally, only the head or deputy head of the state customer can chair the procurement commission.
Care services on a daytime basis will be provided for individuals diagnosed with dementia, Parkinson's, and Alzheimer's diseases. Interest rates on loans under family entrepreneurship programs in 37 "difficult" districts are reduced to up to 12% per annum. 1.2 trillion soums are allocated to compensate part of interest payments under "mahalla" programs.
Legal violations are added as new criteria in determining entrepreneurs' stability ratings. "Green" renovation works will be carried out for families with Group I disabilities and no able-bodied members. A customs regime for releasing goods into free circulation through preliminary declaration before arrival at the border checkpoint is introduced. Under the "Business Companion" project, state and some private services will be provided through a "single window" principle.
