Russia has announced that starting July 1, 2026, all foreign nationals entering the country under a visa-free regime will be required to use the 'Gosuslugi RuID' mobile application. The new regulation mandates preliminary digital registration and submission of an entry application no later than 72 hours before crossing the border.

Previously operating in a test mode, the RuID app will now become a mandatory element of migration control. Foreigners, including citizens of several CIS countries, must use it to obtain an electronic entry permit in advance.

Exceptions are provided for citizens of Belarus, children under 6 years old, and foreigners holding a permanent residence permit (PRP) or temporary residence permit (TRP). The rule also does not apply to visa-based entry categories.

Applications via RuID can be submitted no earlier than 90 days and no later than 72 hours before entry into Russia. In urgent cases—such as illness or death of a close relative—submission is allowed 4 hours before crossing the border, provided the reasons are confirmed.

After data processing, the system generates a digital clearance and a QR code, which may be required during border control. The app will be available in multiple languages, including Russian, Uzbek, Tajik, Kazakh, and others.

Currently, there is no direct administrative liability for failing to register on RuID, but experts note that such norms may be introduced in the future. Lawyers warn that refusal to register could lead to denial of entry or complications with migration registration. Additionally, Article 18.8 of the Russian Code of Administrative Offenses may be applied, providing for fines and possible administrative expulsion.

Specialists emphasize that using RuID does not guarantee entry—the final decision always rests with border authorities. The system is designed to digitize migration records, pre-screen foreign nationals' data, and enhance control over migration flows. It also involves biometric data collection and replacement of paper migration cards.

Furthermore, RuID integrates with the 'Gosuslugi' system, allowing migrants to process documents, pay taxes, receive notifications, and manage their status digitally.
