A member of the Kyrgyz Parliament, Meder Chotanov, has introduced a draft law prohibiting individuals under 18 from renting and using electric scooters and other personal mobility devices. The news was reported by AKIpress news agency.

The bill has been submitted for public discussion and proposes amendments to the Law on Road Traffic and the Code of Offenses. The explanatory note states that in recent years, the number of rental services via mobile apps has significantly increased, leading to a rise in road accidents and traffic violations involving minors.

According to the deputy, the lack of driving skills among teenagers poses a danger to both themselves and other road users. The draft law would require companies providing rental services for personal mobility devices to prevent their use by persons under 18.

Additionally, mandatory user identification through documents (including electronic documents) and processing of personal data only with the user's consent are introduced. Administrative liability is proposed for allowing minors to operate these devices: a fine of 20,000 soms (about $229) for individuals and 55,000 soms ($629) for legal entities.
