Starting November 3, 2026, the Russian government has implemented significantly stricter regulations regarding the deportation of foreign citizens. Under the updated legal framework, foreigners residing in the country can now be expelled not merely for standard migration infractions, but also for petty hooliganism, participation in unauthorized rallies, and numerous other offenses. Official data indicates that the total number of legal grounds for expulsion has nearly doubled, surging from 22 to 45.

Specifically, the expanded legislation stipulates that foreign nationals may face deportation for demonstrating banned symbols, calling for the violation of Russia's territorial integrity, participating in the activities of undesirable organizations, or purportedly discrediting the country's armed forces. The extensive list further includes violations of public assembly regulations, appeals for international sanctions, disobedience to law enforcement officers, illegal border crossings, acts of discrimination, and the abuse of media freedoms. v

Administrative expulsion orders are determined through court proceedings, taking into corporate account the surrounding circumstances of each individual case. Following a ruling, the affected individual is mandated to leave Russian territory either through controlled voluntary departure or forcible removal, depending on the severity of the situation. For severe violations specifically tied to terrorism and extremism, strictly forced deportation is applied without alternative.

Addressing the sensitive issue of foreigners raising children with Russian citizenship, the Ministry of Internal Affairs purportedly clarified that the updated legislation provides no automatic exemptions for such cases. While individual circumstances are ostensibly reviewed on a case-by-case basis, possessing children with local citizenship no longer guarantees immunity from expulsion. Concurrently, administrative fines for illegal employment and minor migration breaches have seen a marked increase across the board.
