Tashkent, Uzbekistan – Podrobno.uz. Starting September 1, 2026, Uzbekistan will expand the circle of recipients of care allowances for people with special needs, and the "Muruvvat" boarding homes will be transformed into modern social support centers.

From September 1, 2026, legal representatives of adults (18+) diagnosed with severe intellectual disability will begin receiving a monthly care allowance. The amount will be equal to the allowance currently paid to guardians of children with disabilities under 18.

Simultaneously, a reform of social institutions is underway: "Muruvvat" boarding homes will be renamed "G'amxo'rlik" centers. They will acquire new functions in rehabilitation and support.

From May 1, 2026, the "G'amxo'rlik" centers will start accepting: children with disabilities based on a psychological-medical-pedagogical commission's conclusion; adults with mental disorders of groups I and II who have no family or housing or live in unsuitable conditions; other citizens with mental disorders of groups I and II in need of care.

A new procedure for providing social services will be introduced in the centers: residents will be involved in sports, creative activities, labor and socio-spiritual therapy, and prepared for independent living through the "Under the Supervision of a Mentor" program.

It should be recalled that Uzbekistan is implementing a comprehensive support model for children under three years of age with developmental disabilities. The new system will cover the entire path from diagnosis to full rehabilitation and state funding of necessary treatment.
