Uzbekistan is modernizing the system of the President's Virtual Reception, with changes set to take effect from May 1. Citizen appeals will be tracked in real-time, and their processing will become faster and more transparent. These reforms aim to enhance communication between the public and the government.
According to a presidential decree, a key innovation will be automatic deadline control. If an appeal is not processed on time, it will automatically be forwarded to a higher state body. This system is designed to increase accountability and reduce delays in handling citizen concerns.
Appeals will now be categorized into urgent, regular, and those requiring additional review. This approach is intended to allow for quicker responses to critical issues and more efficient workflow management. Appeals returned for revision must be processed within three working days.
The changes also involve a revised accountability framework. Leaders of state bodies and organizations will regularly report on their handling of appeals: ministers will report to the chambers of the Oliy Majlis, while hokims and regional leaders will report to local councils. These reports will be factored into evaluations of their performance.
Press services of state agencies, in collaboration with People's Receptions, will publicize the status of appeals at the local level and analyze complaints in media and social networks. These metrics will play a significant role in assessing their effectiveness. The People's Reception system under the President is also being transformed, with the goal of strengthening direct dialogue between authorities and the population.
