The government of Uzbekistan is preparing to launch a comprehensive tax reform aimed at reducing the share of the shadow economy by nearly half by 2030 and increasing budget revenues to 491.5 trillion soums. President Shavkat Mirziyoyev reviewed a presentation on the fundamental improvement of this sector, where the key focus is on implementing "smart" control through artificial intelligence and digitalization.
The new system places particular emphasis on innovative tools such as monitoring P2P transactions, product labeling, and automatic detection of unregistered cargo shipments. Tax authorities plan to use these technologies to secure an additional 30 trillion soums in revenue by the end of the year. These measures target bringing hidden turnovers in trade, catering, and construction into the legal framework—sectors where undeclared income remains prevalent.
According to President Shavkat Mirziyoyev, modern technologies should make the tax payment process inevitable yet transparent. The integration of AI is expected to create a level playing field for all participants, technically eliminating opportunities for evasion. This reform is anticipated to enhance economic transparency and expand budget resources, contributing to the country's sustainable development.
Previously, the president also reviewed a presentation on measures to fundamentally improve the insolvency institution. That reform aims to establish a system that helps enterprises recover from crises rather than merely declaring bankruptcy, which, combined with the tax transformation, is set to strengthen economic stability.
