All Performances by Artists to Be Registered via Soliq App – New Tax Reform Project Under Discussion
In Uzbekistan, a draft presidential decree aimed at simplifying taxation and digitizing accounting for artists and cultural performers is under widespread discussion. According to Podrobno.uz, the document has become one of the most debated in recent years, viewed by nearly 16,000 people, with 130 proposals and comments submitted during the discourse.
The draft was developed based on an analysis of current legislation and taxation practices in the cultural sector. Its primary goal is to implement a transparent digital accounting system and ensure fair taxation as stipulated in the Tax Code. This initiative is designed to create a unified control mechanism for artists and events.
Recent data highlights the severity of the issue: in 2024, 2,020 performers submitted tax declarations, with 1.1 billion soums in income tax assessed (an average of 544,500 soums per performer). In 2025, only 305 performers filed declarations, with the tax amount totaling 154 million soums (an average of 505,600 soums). These figures demonstrate the need to improve tax administration and introduce a unified control system.
The Ministry of Justice thanked citizens for their active participation and emphasized that all proposals will be thoroughly studied, with a revised draft to be submitted to higher authorities. According to the ministry's proposal, absolutely all performances by artists – from large-scale concerts to private celebrations in restaurants – must be registered in advance through the Soliq mobile app. This measure aims to reduce violations in the sector and increase tax revenues.
The implementation of the project could lead to significant changes in managing artists and cultural events, but it may also bring additional administrative burdens and technical challenges. As discussions continue, the final decision will shape how this sector evolves in the future.
