At a Senate meeting on May 19, Senator Zumrad Bekatova revealed systemic problems in Uzbekistan's construction industry. In 2025, violations in project development caused state damage of 391.2 billion soums, with 474 criminal cases opened.
In 2024–2025, 236 corruption crimes were recorded, involving 284 individuals. The most common violations were abuse of office (72 cases), forgery (71), and embezzlement of budget funds (46).
Quality control issues were rampant: 1,601 violations worth 29 billion soums were detected. In 506 cases, construction work was documented but never actually performed, causing losses of 25 billion soums. Senator Bekatova noted that funds were misappropriated through inflated reports.
A major concern is outdated building codes: 19 current urban planning norms have not been revised for over 20 years, despite legal requirements for updates every 3–4 years.
Safety failures led to 40% of construction accidents resulting in worker deaths in 2025. Key causes include height safety violations (52%), faulty equipment (15%), and worker negligence (7%).
Citizen complaint handling was criticized: only 18% of 13,800 appeals to the President's Virtual and People's Receptions were resolved positively, with 1,358 repeated complaints indicating systemic inefficiency.
