President Shavkat Mirziyoyev reviewed a presentation on enhancing the effectiveness of reforms in the sphere of urbanisation and urban planning.
It was noted that the volume of multi-apartment housing construction based on shared equity participation has increased 2.5 times, exceeding 11 million square meters last year.
However, the number of offences related to shared-equity housing construction also rose. Last year alone, nearly 3,000 citizens suffered damages totalling 668 billion soums.
In response, a draft law on shared-equity construction has been developed. It provides for regulating shared-equity projects based on new approaches, protecting citizens' funds, and ensuring transparency in construction processes.
The presentation also addressed strengthening liability for offences in urban planning. Problems such as illegal and unauthorised construction, artificial delays in construction timelines, and inefficient use of land plots persist.
In 2025, 1,952 illegal structures were identified. As current fines lack sufficient deterrent effect, it was proposed to increase financial sanctions for violations.
