President Shavkat Mirziyoyev reviewed a presentation on improving legislation to protect public health and the nation's gene pool from drug addiction, as well as ensuring road safety.
A new chapter, 'Crimes Against Public Health and the Gene Pool,' has been introduced into the Criminal Code, increasing liability for dangerous acts threatening public health, especially among youth. Separate liability is established for organizing drug labs, patronizing illicit drug trafficking, and running drug dens. Penalties have been tightened for more than 10 dangerous acts. The President signed the law.
A draft law 'On Narcotic Drugs and Potent Substances' has also been developed, addressing new challenges: the displacement of traditional drugs by synthetics, contactless distribution via the internet, and the emergence of clandestine labs.
The draft defines 7 areas of state policy, including building anti-drug immunity in the population, curbing internet crimes, and improving prevention, diagnosis, treatment, and rehabilitation systems. The tasks of 14 state bodies involved in countering drug trafficking are clearly outlined. Continuous electronic control over the legal circulation of substances—from import to sale—is introduced.
Special attention is given to traffic accidents caused by entrusting vehicles to minors. The need to strengthen liability for such violations was emphasized.
The President approved the proposals and gave instructions to responsible officials.
