Uzbekistan has ranked 166th out of 224 countries in a global ranking of prison population rates. According to the study, there are 85 prisoners per 100,000 residents in the country.

The ranking was compiled by the Institute for Crime & Justice Policy Research (ICPR) at Birkbeck College, University of London. It is based on data from the annual World Prison Brief 2025 study, which assesses the number of prisoners per 100,000 population and is updated once a year.

According to the methodology, prisoners include individuals held in prisons and other penal institutions by decision of state authorities – due to detention, arrest, or court sentence. Persons under administrative arrest are not included in the calculations.

Compared to other CIS countries, Uzbekistan shows one of the lowest incarceration rates. Turkmenistan has 576 prisoners per 100,000 residents (4th globally), Russia – 300 (35th), Kazakhstan – 163, Tajikistan – 145, Kyrgyzstan – 112. Only Armenia (83) has a lower rate among CIS nations.

El Salvador tops the ranking with 1,659 prisoners per 100,000 residents, followed by Cuba (794) and Rwanda (620).

The ranking covers UN member states and several territories with special status – a total of 224 positions. Some countries, including Somalia, Eritrea, and North Korea, are not included due to lack of official statistics.
