A man in Tashkent has been sentenced to three days of administrative arrest for harassing a woman on the street. The incident occurred on August 2 at around 4 p.m. in the Chilanzar district. The driver of a car repeatedly honked at the woman and tried to initiate a conversation, but she refused.
Despite her refusals, he continued to follow her in his car through the neighborhood, and then, according to the victim, said: "I will caress you so much you can't even imagine." When the woman started recording the incident on her phone, the driver turned around and drove away.
The woman reported the incident to the local district inspector, who identified the driver. The case file included the victim's statement, explanations from both parties, and video recordings. On August 5, the Chilanzar District Criminal Court found the man guilty under Part 1 of Article 411 ("Commission of sexual acts") of the Administrative Responsibility Code and sentenced him to three days of arrest.
According to court materials, the offender partially admitted his guilt and asked the court to consider his remorse, although initially he claimed he did not understand the proceedings and later said he was "in the wrong place at the wrong time." The court determined that the man was fully aware of his actions.
This was not the first time the woman had faced street harassment. She had previously filed a complaint through the murojaat.gov.uz platform after a stranger harassed her and her sister. However, authorities refused to identify the perpetrator due to lack of evidence, which the victim said left her feeling "powerless against the system."
This time, the case reached court, but not without organizational hurdles. The woman's relatives and friends were not allowed into the police station. Only her boyfriend was permitted to accompany her to the hearing, after the district inspector suggested registering him as an auxiliary translator.
The woman decided to speak publicly about the incident to show that such behavior carries consequences and that victims should not be afraid to report to law enforcement.
