Uzbekistan has introduced administrative liability for violence against children during the educational and upbringing process in educational institutions. This is stipulated in a law signed by the president on September 11. The document was adopted by the Legislative Chamber of the Oliy Majlis on December 23, 2025, and approved by the Senate on July 9 of the current year.
Article 47 of the Code of Administrative Responsibility (Failure to fulfill obligations regarding the upbringing and education of children) has been supplemented with the following rule: committing physical violence against a minor by a person entrusted with duties of upbringing and education, as well as humiliation expressed in discrimination or bullying (in the absence of signs of a crime or other offense) — entails a fine from 1 to 5 base calculation units (from 440,000 to 2.2 million soums).
Individuals held administratively liable for using physical and/or mental violence against minors in pedagogical activities are now prohibited from engaging in such activities for one year. According to an amendment to Article 15 of the Law "On the Status of a Pedagogue" (Restrictions related to pedagogical activity), the ban applies to the following educational organizations: preschool educational organizations; general secondary and secondary specialized education organizations; vocational education organizations; children's additional education organizations. A corresponding change for kindergarten staff was also introduced into Article 44 of the Law "On Preschool Education and Upbringing".
Cases of violence against children in kindergartens and schools in Uzbekistan are regularly reported. One recent incident occurred in Andijan region, where children with disabilities were beaten at the "G'amxo'rlik" center. Six educators and a nurse were dismissed.
In the autumn of 2024, the president signed the law "On the Protection of Children from All Forms of Violence". It prohibits the use of any form of violence as a disciplinary measure in educational institutions, including physical punishment and other cruel or degrading treatment. In the summer of 2025, the National Agency for Social Protection announced it was developing amendments to the Criminal and Criminal Procedure Codes to toughen punishment for violence against children "with the maximum measure of responsibility and without mitigating circumstances".
