During a visit to the Diyqan arna mahalla in the Nukus district of Karakalpakstan on September 18, President Shavkat Mirziyoyev proposed more actively involving entrepreneurs in providing employment for low-income citizens. According to him, businesses that create jobs could be offered more favorable terms on loans and taxes.
The hokim of Nukus district, Ziyauatdin Zaytov, reported that 620 families, or 2,865 people, are included in the poverty reduction program in the district. After studying the composition of these families, it was determined that direct work is needed with 765 citizens. Of these, 464 are officially employed but have low incomes.
Mirziyoyev emphasized the need for targeted assistance, that is, providing it to those who truly need it. "My goal is to find the owner, find the place, and deal with the right person. Give the money I gave to the right person, may God bless you," the president said in a report by the "Uzbekistan 24" TV channel.
The president also noted that local hokimiyats have been given the necessary powers to work targeted with low-income families and provide employment for citizens. "Change people's consciousness. What, you don't have powers? Now I have given everything into your hands. The banker is with you, the deputy is with you, the tax office is with you. By decree, I gave it to the head of the staff, right?" said Shavkat Mirziyoyev.
The head of state emphasized the need for a differentiated approach to people who need state support for objective reasons and to able-bodied citizens. "Let the president have a headache for those in the care of the state. Don't let your head ache. I will give him a pension, I will give him a stipend, I will give him a salary. I myself, I will not leave him to anyone," said Mirziyoyev. According to him, able-bodied citizens should be helped to create a source of income, including by allocating loans, providing livestock, or employing them with local entrepreneurs.
The president also gave a possible example of an agreement with entrepreneurs: "You took a loan of 10 billion. I will stretch this 10 billion not over five years, but over 10 years for you. But you provide me with 50 people employed. I will reduce your tax by 5 percent. Employ 20 people for me."
Zaytov reported that there are about 1,300 entrepreneurs in the district, from whom the hokimiyat selected 20 "leader" entrepreneurs. One of the supported projects started with 20 employees and now employs 200 people.
Mirziyoyev also criticized hokims who, according to him, do not study in detail the decisions being made and the powers given. "The hokim has no patience to read the decision. The most painful thing is that I sit and sit, suffer, sign, but he does not delve into it," he said. The president recalled that when he worked as a hokim, he studied documents in detail and independently determined what results needed to be achieved. "I have given you all the powers. Therefore, after the end of the year, I will not work with a person who did not understand even today's decree of mine," he said.
The president also noted that the growth of incomes of the population directly affects the effectiveness of hokimiyats' work with people. "The more people have income, the better your words reach their ears. If you talk to a person without income, he will not want to hear you, nor see you. Right?" said Shavkat Mirziyoyev. He also called on representatives of the older generation to participate more actively in public life and control over the activities of local hokimiyats. "The "Nuroniy" fund invites the hokim, blames him, and sends a recommendation to the president to dismiss him. I agree to consider this," he said. Mirziyoyev called the older generation "the head of the people," describing them as caring people who value peace and tranquility. "My biggest task is to ensure peace. Peace. God forbid, if there is no peace, there will be no this harmony, this effectiveness," the president emphasized.
During the meeting, one of the entrepreneurs said that his enterprise employs 200 people, 90 percent of whom are women from rural mahallas. According to him, 110 employees returned from labor migration in Kazakhstan. The company plans to create another 50 skilled jobs. The enterprise has also started working with women from 10 low-income families. Their travel and food expenses are covered. The entrepreneur expressed his intention to help these families exit the poverty registry and improve their housing conditions.
In response, Mirziyoyev proposed expanding incentives for businesses that employ women. "Entrepreneurs of the Women's Council will have a bank interest, tax opportunities… Only for those who employed women," the president said. Mirziyoyev also proposed annually, on the eve of Independence Day, to recommend entrepreneurs and women leaders who create jobs for other women for state awards. "Only for entrepreneurs who employed women, you will make money," the president said.
