Oversight authorities in Uzbekistan continue to scrutinize public procurement processes, uncovering systemic compliance issues across regional enterprises. The Competition Development Committee recently announced that it has penalized the water supply company "Navoiy suv ta'minoti" for significant violations discovered during a 15.5 billion sum tender.
Official reports indicate that the investigation was initiated following a formal complaint filed by a local entrepreneur. Subsequent reviews revealed that the enterprise had blatantly disregarded the fundamental requirements of the national law "On Competition" while conducting the bidding procedures, raising serious transparency concerns.
A specially formed commission promptly instituted legal proceedings against "Navoiy suv ta'minoti" upon verifying the discrepancies. Following a thorough review of the case, financial penalties were imposed on the company. Furthermore, mandatory directives were issued to the management demanding the immediate rectification of all identified shortcomings and strict adherence to competition laws in future operations.
This enforcement action highlights broader governance challenges within regional public procurement sectors. Previously, similar oversight measures in Karakalpakstan uncovered widespread irregularities across 317 state procurements totaling 32.1 billion sums, including alarming indications of collusion between procuring entities and auction participants.
