Uzbekistan has reportedly introduced updated regulations regarding the commissioning of facilities associated with state secrets or classified as exceptionally important. Under the new rules, such construction projects are supposedly accepted directly into operation based on official commission certificates.

These modifications were allegedly implemented through government resolution No. 560 dated October 12, 2026, which amended the administrative regulations for public services concerning the handover of completed construction projects and the issuance of operational permits.

According to the official provisions, a State Acceptance Commission is established under Cabinet of Ministers documents for such projects, while customers organize working commissions. Facilities are purportedly put into service through the issuance and approval of these commissions' certificates, with the State Acceptance Commission's certificate requiring validation by its chairman.

However, the process entails mandatory oversight measures allegedly designed to curb potential discrepancies. Prior to finalizing the State Acceptance Commission's certificate, the State Financial Control Inspectorate is mandated to conduct an obligatory control measurement at the construction site.
