On October 13, the President of Uzbekistan reportedly signed Decree No. PQ-371, introducing additional measures to develop greenhouse farming through advanced green technologies and to ensure the efficient use of household plots. The Ministry of Justice officially released the details of this initiative, which aims to transform the agricultural landscape toward greater energy efficiency.
Under the newly adopted provisions, substantial tax incentives have been outlined for business entities. Specifically, starting from January 1, 2027, through January 1, 2030, entities whose greenhouse operations generate at least 60 percent of their total income will benefit from a 50 percent reduction in corporate property and land tax rates.
Furthermore, to counter rising energy costs, greenhouses utilizing specialized thermal blankets or energy-efficient green heating systems will purportedly receive subsidies covering 50 percent of their electricity expenses incurred between October and March, effective from November 1, 2026, to April 1, 2030. The National Energy Efficiency Agency is also mandated to cover up to 40 percent of the costs for purchasing and installing solar panels and thermal equipment in specific districts of the Tashkent region.
In addition, utilizing funds from the Poverty Reduction Target Fund, families residing in 50 specialized greenhouse-focused neighborhoods in the Tashkent region are expected to receive one-time subsidies of up to 200 million soms. Concurrently, the Central Bank is introducing preferential loans for household and dehkan farms, offering up to 300 million soms for establishing green-tech greenhouses and up to 150 million soms for retrofitting existing facilities.
