The Competition Committee conducted reviews of over 23,000 state procurements carried out by state customers in 2025, with a total initial value of 18.8 trillion Uzbek soums. According to the agency's press service, 28,304 actions violating competition were identified in the process of 16,135 trades, involving both customers and participants.
Specifically, these cases were studied in cooperation with law enforcement and other authorized bodies. As a result, information on violations detected in 11,427 procurements was provided to these bodies in the prescribed manner. For 4,708 procurements, cases were initiated within the committee's competence, and 714 administrative violation protocols were formalized and sent to courts regarding officials of state procurement entities.
Additionally, the committee applied financial penalties in the prescribed manner to corporate customers who allowed legal violations in state procurements and issued instructions to eliminate the violations and prevent them in the future.
From March 1, it was planned to launch an electronic module with artificial intelligence on the state procurement portal, which calculates average market prices for goods and services for state procurements, aimed at enhancing transparency in pricing.
Competition law expert Khusain Radjapov noted in his column for Gazeta that nearly half of state procurements in 2024–2025—46% in 2024 and 43% in 2025—were conducted without tenders, through direct contracts and single suppliers. Of these, the share of direct contracts accounts for 28%, potentially indicating limited competition and corruption risks.
