Sherzod Ibragimov, head of the Road Safety Service, told Uzbekistan 24 TV channel that an interagency working group has developed and submitted proposals to the head of state to tighten liability for traffic violations.

The proposals include administrative arrest for up to 15 days for driving under the influence of alcohol. Also under discussion is the possibility of temporary seizure and even confiscation of vehicles for gross traffic violations.

It is noted that allowing minors to drive leads to increased road fatalities and injuries. Racing in populated areas poses a serious security threat. The ability to pay fines at a discount for repeat offenders encourages recidivism.

In this regard, it is proposed to introduce temporary seizure of vehicles as an administrative penalty for five types of gross traffic violations.

Additionally, the proposals include: introducing administrative liability for several types of violations; for road hooliganism committed by a person without or deprived of a driver's license, additional confiscation or temporary seizure of the vehicle; for drunk driving, administrative arrest of up to 15 days; a one-year ban on discounted fine payments for repeat offenders; and criminal liability for allowing children to drive, causing harm to health or death.
