Uzbekistan is significantly tightening liability for violating domestic noise regulations. This is stipulated in a law signed by the president on September 9 and set to take effect on December 11. The document not only establishes new requirements for observing silence but also amends the Code of Administrative Responsibility.
In particular, Article 192 of the Administrative Code (Violation of domestic noise regulations) is being restated. Currently, disturbing citizens' peace and normal rest at night entails a fine: for a repeated offense within a year, the fine for individuals is ½ of the base calculated value (BCV), and for officials — from ½ to 1 BCV (up to 440,000 soums).
Once the amendments take effect, the amounts will increase substantially. For violating domestic noise regulations, individuals will face fines from 3 to 5 BCV (from 1.32 million to 2.2 million soums), while officials will be fined from 10 to 15 BCV (from 4.4 million to 6.6 million soums). For a repeated offense within a year, the fine will be: for individuals — from 5 to 7 BCV (up to 3.08 million soums), for officials — from 15 to 20 BCV (up to 8.8 million soums).
Thus, for individuals, the fine for a first offense increases from 1/3 BCV to 3–5 BCV, i.e., approximately 9–15 times. Sanctions for officials rise even more significantly. The amendments also change the time period specified in Article 192. Instead of the current single period from 23:00 to 6:00, different hours are set depending on the day of the week: on weekdays — from 23:00 to 7:00, on weekends and non-working holidays — from 22:00 to 9:00.
This concerns disturbing citizens' peace and normal rest with noise exceeding the permissible level. Liability for excessively noisy vehicles is being separately tightened. Currently, under Article 125 of the Administrative Code, driving a car with a noise level exceeding established norms results in a warning or a fine of 0.5 BCV (220,000 soums). Once the law takes effect, the warning is eliminated, and the fine increases to 1 BCV (440,000 soums).
The Cabinet of Ministers has been instructed to bring government resolutions into compliance with the law. Republican executive authorities must review their normative legal acts and repeal provisions that contradict it.
