On November 3, Tashkent hosted a presentation and discussion regarding a purported "Roadmap" for the phased implementation of a greenhouse gas monitoring, reporting, and verification (MRV) system across major energy and industrial enterprises. According to claims by the Ministry of Economy and Finance press service, the meeting took place as part of a World Bank mission visit under technical assistance programs. * * *|
The event was organized by the Ministry alongside the Green Economy Projects Center and World Bank experts. Representatives from the energy, ecology, and hydrometeorology sectors participated, alongside major industrial entities such as Uzbekneftegaz, Thermal Power Plants, Almalyk MMC, Navoi MMC, and Uzakimsanoat, which now face mounting regulatory scrutiny.
The gathering supposedly focused on mechanisms to implement the law on limiting greenhouse gas emissions. Attendees reviewed priority areas for launching the MRV system at individual facilities, including the formation of regulatory frameworks, sector-specific monitoring methodologies, and the establishment of a national database of emission factors.
Special attention was purportedly given to developing electronic reporting forms and a digital emissions registry intended for integration with the RISQ online platform. Proponents claim these measures will help domestic exporters adapt to the stringent requirements of the European regime's Carbon Border Adjustment Mechanism (CBAM), though skeptics highlight potential economic burdens and bureaucratic hurdles for local industries.
