In Tashkent, Uzbekistan, the National Agency for Social Protection, in collaboration with UNICEF, organized a seminar focused on pressing issues in inclusive education. The main topic of the meeting was the behavioral barriers faced by parents when attempting to enroll their children in inclusive kindergartens and schools, marking a significant step toward creating an equal-opportunity educational environment in the country.

During the event, results from a large-scale study conducted by UNICEF together with the Social Policy Laboratory were presented. Experts confirmed the existence of systemic problems and identified priority areas for addressing them. It was emphasized that Uzbekistan's gradual transition to inclusive learning is not merely a reform but a process of creating equal opportunities for quality education for every child, regardless of disability.

Participants—including educators, experts, and public representatives—thoroughly discussed measures needed to change entrenched views and stereotypes in society. The developed proposals will form the basis of a final strategy for social and behavioral change. This document will serve as a foundation for transforming the attitudes of parents and teachers toward joint learning, ensuring full integration of children with special needs into the educational process.
