The government of Uzbekistan has developed a comprehensive project for a radical transformation of the system providing psychiatric and narcological care to the population. According to the draft presidential decree "On Measures to Transform the System of Providing Narcological and Psychiatric Care to the Population," the salaries of psychiatrists, narcologists, medical psychologists, and suicidologists may be doubled through the introduction of a 100% bonus for work in conditions of increased danger and harmfulness. This bonus will be provided starting January 1, 2027, to all specialists working in multidisciplinary polyclinics and specialized institutions, regardless of their position.

The project also envisions a complete overhaul of the personnel training system. By the end of 2030, education in master's and clinical residency programs in psychiatry and narcology will become free, based on state grants, meaning that students will be admitted only to state-funded places. The training period for specialists may be reduced to two years, and future doctors will be able to combine their studies with practical work in psychiatric emergency teams.

The reform expands professional opportunities for graduates: they will be able to work with both adults and children, as well as hold positions as suicidologists. For work in rural areas, additional monthly compensation for housing rent of up to five basic calculation indicators is provided. These measures are aimed at creating a sustainable mental health system where quality education and practice are supported by a decent standard of living for specialists.

As previously reported, starting January 1, 2027, a National Medical Center for Mental Health will be established on the basis of the branch of the Republican Specialized Scientific and Practical Medical Center for Mental Health for the psychiatric service of Tashkent, along with 14 regional branches. These initiatives are intended to contribute to the formation of a stable mental health care system in the country.
