India is continuing to supply arms and ammunition to Israel despite a “substantial risk” they could be used in the “ongoing genocide against Palestinians” in Gaza, according to a new report by Amnesty International.

The report, shared with Al Jazeera, documents how India has “forged a close and profitable partnership with the Israeli defence sector”. Investigators analyzed 2,596 shipments from India to Israel since October 7, 2023, including 390,516 small arms parts, 564,970 explosive ordnance parts, and 298 military vehicle components.

Amnesty used trade data and systematically excluded civilian-use shipments, identifying military exports under HS codes 93+ and 8710+. Al Jazeera also obtained 91 Indian customs documents showing exports of “bombs, grenades” (code 93069000) to Israeli firms like Rafael Advanced Defense Systems.

The International Court of Justice issued provisional measures in 2024 ordering Israel to prevent genocide in Gaza. Despite this, India has deepened defence ties, signing a memorandum of understanding on November 4, 2025. Indian Prime Minister Narendra Modi has called Israeli Prime Minister Benjamin Netanyahu a “dear friend”, even after the ICC issued an arrest warrant for Netanyahu over alleged war crimes.

Amnesty’s Secretary-General Agnes Callamard stated: “India manufactures and supplies arms transferred to Israel… Not only has India failed to regulate arms exports, it has deepened its defence partnership with Israel.” Historically, India has been Israel’s largest arms buyer and Israel ranks third among India’s arms suppliers.
