President Shavkat Mirziyoyev reviewed a presentation of proposals to improve the system of oncological and hematological medical care and palliative services.
The presentation addressed the development of palliative and hospice care. By 2030, it is planned to increase population coverage with such care to at least 80%.
To achieve this, a unified system of palliative and hospice care will be established starting September 1, based on the integration of medical and social services. The processes of identifying, referring, registering, and serving individuals in need of palliative care will be carried out through an electronic information system.
Mobile palliative teams providing medical and social services at home will also be set up. Inpatient palliative care will be provided by public and private medical organizations, as well as hospices.
Based on population needs, hospice facilities will be gradually created in all regions. The interregional hospice in Tashkent will be designated as the responsible institution for methodological management and assistance in organizing these services in the regions.
In the Mirzo-Ulugbek district of Tashkent, mobile palliative teams will be created to serve patients in need of palliative and hospice care due to oncological diseases. In the Samarkand region, a palliative care center in the form of a hospice will open for children with severe and incurable diseases.
Patients registered in the electronic information system as needing palliative and hospice care will be assigned disability status by the medical-social expert commission without additional medical examinations.
Patients requiring home care will be provided with functional beds and special mattresses based on a voucher system.
Additionally, it is planned to create opportunities for providing palliative care and home care services at the mahalla level, and to introduce a "Family Support" service for family members of patients.
