Starting in 2028, each neighborhood (mahalla) will undergo automatic risk indicator analysis, with areas categorized as "green," "yellow," or "red" based on emergency situation threat levels.
A draft resolution developed to implement a presidential decree outlines measures to enhance the population and territory protection system from emergencies using digital technologies.
According to the draft, from January 1, 2028, the Ministry of Emergency Situations will introduce an automatic risk indicator analysis system in every mahalla. Results will classify neighborhoods into three levels.
Additionally, to enable early prevention of emergencies, mechanisms will be established for organizing technical-preventive inspections in households, monitoring compliance of gas and electrical equipment with technical regulations, and submitting electronic data on identified deficiencies to relevant authorities.
Each mahalla will have a safety passport, with risk levels regularly reassessed. Analysis will be based on performance indicators such as reduction in emergencies and fires, population preparedness levels, and operational efficiency index.
The draft resolution also envisions digital transformation of the sector using artificial intelligence and geographic information systems from 2028 to 2030.
