The government has officially approved a temporary administrative regulation establishing procedures for individuals in the cities of Navoi and Chirchik to declare their total annual income and expenses. This experimental project aims to test the readiness of local infrastructure for broader fiscal reforms.

Based on the adopted rules, residents aged 18 and older with permanent registration in Navoi or Chirchik are required to submit declarations regarding their income for the years 2026 and 2027. Submissions must be handled digitally through the Tax Committee's electronic services portal (my3.soliq.uz) or the specialized 'Soliq' mobile application. *

The implementation timeline dictates that the 2026 income declaration must be submitted no later than April 1, 2027, while the 2027 report is due by April 1, 2028. Tax authorities are expected to issue official reminders to citizens at least one month prior to the respective deadlines.

Authorities have assured that no legal enforcement measures or penalties will be applied to the tax base clarified through these experimental declarations. Exemptions from the requirement are granted to individuals registered in these cities for less than six months, as well as newly hired tax agency personnel.
