Authorities in Uzbekistan are considering a proposal to offer passengers a discount of at least 20 percent when purchasing electronic tickets for commuter trains, as well as suburban and intercity buses. This initiative is part of broader efforts to reform the domestic passenger transportation sector.
The proposed changes are outlined in a draft presidential decree regarding the approval of the Strategy for the Comprehensive Development of Domestic Passenger Transport until 2030. The document was reportedly developed by the Ministry of Transport.
According to the project details, the discount is allegedly designed to stimulate the adoption of electronic payment systems, ensure transparent accounting of passenger traffic, and reduce the shadow economy. Implementing this measure will require the approval of new tariff regulations and compensation mechanisms for carriers.
The discount program is scheduled to be launched between January and March 2027 and run through the end of 2029. Additionally, the draft stipulates a complete transition to cashless fare payments on commuter trains and regional buses starting January 1, 2030. Currently, approximately 70 percent of passengers on these routes reportedly continue to pay in cash.
