In Samarkand Region, Uzbekistan, cases of officials using foreign business trips for personal gain have been uncovered. Inspections focused on the administrations of Kushrabat and Kattakurgan districts, where trips officially registered as work visits for training and investment actually included individuals unrelated to the stated purposes.

Specifically, from Kushrabat District, the governor's personal driver and his son were sent to a seminar on farmer experience exchange in Central Asia. Later, a delegation to study modern agricultural processing technologies included the governor's wife and a close relative of an administration employee. Two citizens were registered as employees of a local technical college, but checks revealed they did not work there.

In Kattakurgan District, in May 2025, an administration employee whose duties are unrelated to economics or foreign trade was sent to China for investment projects. Both district administrations failed to publish information about the trips as required by presidential decrees, limiting public oversight of budget spending.

The Anti-Corruption Agency reviewed the materials and identified corruption factors and procedural violations. The documents have been forwarded to law enforcement agencies for legal assessment and potential prosecution.

Such incidents are not uncommon in Samarkand. Previously, a trip by schoolchildren to the "Scarlet Sails" festival in St. Petersburg led to the dismissal of the regional education head, Muzaffar Hamdamov, after his son, nephew, and children of other officials were included in the delegation. Hamdamov was removed, and parents reimbursed the state 28 million soums.
