President Shavkat Mirziyoyev chaired a videoconference meeting on the development of Tashkent city, particularly the Sergeli district. The meeting focused on actual population figures and the need for infrastructure improvements.

Previously estimated at 181,000, the census revealed that Sergeli's population is actually around 236,000. Mirziyoyev stated that the population is expected to exceed 300,000 in the coming years, emphasizing the need to proportionally increase capacities of kindergartens, schools, and clinics.

Over the past decade, 30,000 new apartments were built in Sergeli, along with industrial, commercial, and service facilities totaling 2 million square meters. The number of entrepreneurs grew from 2,500 to 6,200. Budget revenues increased 5.5-fold, from 382 billion soums to 2.2 trillion soums. Five large recreation areas and parks were opened.

With 13 mahallas transferred from Tashkent region, Sergeli's area expanded by 1,800 hectares to 5,600 hectares. A 9-km road connecting Sergeli to other districts and the city center was built, along with a new 8-station metro line. School places increased from 25,000 to 38,500, kindergarten places from 7,500 to 15,500, and 50 public and private clinics opened.

Despite progress, many infrastructure issues remain, including transport, roads, electricity, water supply, and sewage. Mirziyoyev stressed that officials must have clear plans to expand housing, schools, clinics, and jobs in line with population growth.

This year, 173 billion soums from the budget and 2.2 trillion soums through banks have been allocated for Sergeli's development. The district governor was tasked with using these funds effectively and increasing value added by 2-3 times. In the first five months, $236 million in investments were attracted, with a target of $750 million more by year-end through 60 projects.

The meeting reviewed the experience of setting up commercial and service facilities under elevated metro lines. Completing this on Sergeli's 8.5-km metro section would create 137 facilities, 1,000-1,500 jobs, and generate 20-25 billion soums in additional budget revenue. On a 23-km section, 400 entrepreneurs could start businesses, creating 3,000 jobs.

A new experiment in construction was launched in Sergeli: land plots are auctioned as a ready package including building permits, architectural plans, and project documentation. For the first time, a 0.7-hectare plot in Yangi Bunyodobod mahalla was sold for 40 billion soums, starting at 14 billion soums. The entrepreneur began construction the same day, whereas document approval previously took up to a year.
