The Anti-Corruption Agency has investigated the circumstances surrounding the modernization of bus stops in Tashkent, which sparked widespread public outcry.

According to the agency, presidential decrees provided for the modernization of 1,785 bus stops in the capital. To this end, relevant property complexes, including the stops themselves, land plots, and structures, were put up for auction on the electronic trading platform 'E-auksion' with lease rights.

Under the established requirements, all reconstruction work and installation of new standard pavilions were to be carried out at the expense of the electronic auction winner.

Following auctions held in 2025–2026, Ewi Snacks LLC was declared the winner for land plots containing 266 stops, as well as for the construction of an additional 230 social stops. The company signed corresponding lease agreements.

According to the approved schedule, 120 stops — 60 leased and 60 social — were to be commissioned in May–June of this year.

'However, the inspection showed that at many facilities construction and installation work has not been completed, and the necessary equipment has not been fully installed. Moreover, no acceptance certificate was issued for any of the 120 stops planned for commissioning,' the statement said.

In this regard, the Tashkent city administration was instructed to ensure timely and full fulfillment of obligations under contracts and agreements, as well as to establish strict control over the equipping of stops in accordance with approved technical requirements and their commissioning.

In addition, responsible officials were tasked with offering stops as separate lots by district or other territorial units in future auctions. This is expected to expand competition and create conditions for the participation of more entrepreneurs.

The Anti-Corruption Agency noted that it will continue to study the situation. Based on the results, measures will be taken to eliminate the identified deficiencies.
